To better realize health promotion at hospitals, the HPA encourages nationwide hospitals to join the International Health Promoting Hospitals (HPH) network. Currently, 134 hospitals in Taiwan have become HPH members, making Taiwan the most represented country in the network.
Based on the HPA framework, the HPA further integrates elements such as age-friendliness and smoke-free environments to create its own “Healthy Hospitals” program, which encourages hospitals to provide more diverse health services to the public. Starting in 2024, participating hospitals are formally guided to establish mechanisms to assess the four major NCD risk factors (smoking, physical inactivity, unhealthy diet, and harmful use of alcohol) among their patients and provide preventive care or health education in accordance with the patient’s life stage. These efforts aim to turn hospitals into all-around healthcare providers that are conducive to preventing chronic diseases.
As of 2024, the coverage rate of Healthy Hospitals was 60% nationwide. To increase the participation rate, the HPA has replaced the previous certification requirement with a self-assessment system from 2023. Based on the hospital's level and available resources, we have devised standards for “Medical Centers and Regional Hospitals” and “District Hospitals,” respectively, to monitor the implementation of chronic disease prevention at different levels.
To encourage more hospitals to join the ranks of Healthy Hospitals, the HPA provides annual subsidies for participating institutions to implement chronic disease prevention, management, and health promotion-related tasks. We also offer counseling programs for Healthy Hospital members (such as co-learning groups, expert consultations, and others) to equip them with the capability for health promotion and chronic disease prevention. In addition, we also organize annual award selections to incentivize participation and ensure service quality.
